You will need Animation Shop for the animation.
Unless otherwise stated, I used a drop shadow of vertical 0, horizontal 5, opacity 85, blur 10.
Open a new transparent canvas 750 by 800 pixels and fill with white. Make a new layer, select all, paste paper 2 into the selection, deselect, apply the mask and resize 95%.
Paste wire and apply a drop shadow of vertical 0, horizontal 2, opacity 85, blur 5.
Paste frame 2, resize 55%, duplicate and place in position.
Paste the tube, resize 55%, desaturate it, place in position and apply the drop shadow (remember to change the shadow properties).
Paste flower 02, resize 40%, drag below tube and place in position, duplicate, bring the copy to the top, resize it another 90%, place in position and apply the drop shadow to each.
Paste flower 05 on the top, resize 55%, place in position and apply the drop shadow.
Paste the clock, resize 55%, place in position and apply the drop shadow.
Paste flower 04, resize 35%, place in position and apply the drop shadow.
Paste flower 06, resize 45%, place in position and apply the drop shadow.
Paste word art 01, resize 65%, drag below the top black flower, place in position and apply the same drop shadow as you did for the wire.
Paste sprinkles, resize 65% and drag below the clock, duplicate, place in position and apply the drop shadow to each.
Paste butterfly 01 on the top, resize 35%, duplicate and mirror the copy, place in position and apply the drop shadow to each.
Paste the key, resize 65%, place in position and apply the drop shadow.
Check your layers and make any adjustments.
Go back to the frames, click in the top frame with your magic wand to make a selection, expand the selection by 10, make a new layer below the frame and paste paper 2 into the selection. Paste the tube again, position in the frame, invert the selection, hit delete and deselect. Desaturate the tube again and change the blend mode on it to “Overlay”. Repeat the above with the bottom frame and the tube mirrored. Duplicate each frame twice and apply the drop shadow to the top copies only. Rearrange your layers now so you have the two frames with the shadow one after the other, the two frames without the shadow one after the other, the two tube copies one after the other and the two papers one after the other (top frame with shadow, bottom frame with shadow - top frame no shadow, bottom frame no shadow - top tube, bottom tube - top paper, bottom paper.
Paste hanging stars just above the two frames, resize 45%, duplicate, place in position and apply the drop shadow to each.
Check your layers and make any adjustments, then crop your tag and add your copyright information and text.
Close off all layers apart from both copies of the frames without the shadow, the tubes and papers and merge visible. Duplicate this layer, rename the top one "Middle" and then close it off. Open all the layers below your open copy of Middle, merge visible and rename "Bottom". Close of Bottom, open all the top layers including the top copies of the frame with the shadows, merge visible and rename "Top". You should now have three layers, Top, Middle and Bottom.
Copy Middle and paste it in Animation Shop “as a new animation”. Go to Effects, Insert Image Effect and apply the Underwater effect as in my screenshots below (you need to pull out the nodes in the wave pane but they do not need to be exactly as mine, just pull a few out). Your animation will now have 13 frames, delete the first frame as that one does not have any effect on it.
Open the bottom merged layer, right click on it, copy merged, open Animation Shop and paste it “As a new animation”. Duplicate this layer so you have 12 copies. Go back to the animation, go to Edit – Select All – Edit – Copy, click on Bottom, again go to Edit – Select All then right click, “Paste into Selected Frame” and paste the animation exactly over the frames on Bottom.
Go back to Paint Shop, open Top, copy it, paste in Animation Shop and duplicate as before then copy all the frames and paste them on your animation.
When you are done, run your animation through the Optimization Wizard and export as a gif.
